Medicare-age planning
A scope of appointment (SOA) is a record, required by CMS, in which a Medicare beneficiary agrees in advance which types of products will be discussed at a personal marketing appointment, such as Medicare Advantage or Part D. Agents may not discuss product types outside the documented scope without a new agreement.
CMS rules generally require the scope to be documented at least 48 hours before a personal marketing appointment, with exceptions for situations such as appointments the beneficiary initiates in person or late in an election period. Agencies should follow the current CMS guidance and any stricter carrier requirements.
A calculator lead is not a scope of appointment. If a Medicare-age visitor submits an HSA or long-term care calculator and later wants to talk about Medicare Advantage, the broker still needs to complete the SOA process before that discussion.
